Incarceration should serve to rehabilitate not punish – Prison Director

The Director of the Prison Service has said it is the job of the courts to punish offenders and the job of the prisons to rehabilitate them.

Michael Donnellan rejected claims made by the Prison Officers Association at its annual conference that the prison service is designed to reward inmates for bad behaviour.

One instance was raised in which a prisoner was given additional pocket money, coke and a cake following an attack on a prison officer.
